Conference Brief:

The Federal State is characterized by its dual authority and constitution, Many problems arises between the two levels of government, Federal and Regional levels when practicing their constitutional specializations, whether in the field of legislation, execution or judiciary, and since practicing these specializations are being performed according to the constitution and the laws issued by the federal and regional governments, there is a possibility that there will not be complete compatibility between federal and regional legislations. Rather, there might be discrepancy between these legislations, which require legal mechanisms to address this discrepancy.

Conference Objectives:

Scientific Conference are known as the linking tool between the researchers and the society, or its an event which can be organized through a commission or an institution to achieve the knowledge to reach the latest updates in a specific field through guaranteeing a meeting between several researchers interested in that field. Also, the scientific conferences are considered a communication platform to present mankind thoughts directly and clearly, and it’s the art of information exchange through different and various signals.

Regarding this conference, and after the passage of two decades on implementing the federal system in Iraq, the time has come to review both positive and negative aspects of this experience, in terms of the extent to which the core federal principles are embodied such as autonomy and participation. This conference aims at clarifying the right of the Kurdistan Region in exercising its constitutional authorities including the legislative authority, and it aims at clarifying the constitutional and legal obstacles that leads to derogation and disruption from exercising its constitutional authorities. Therefore, this conference is being convened to clarify the constitutional vision and prospects regrading the extent of discrepancy and legislative integration in the Federal State generally and in Iraqi context more specifically, so, Kurdistan Region to exercise its legislative authority as framed in the constitution.
